Patrick “Joey” Greive is Director of Finance and Administration / Chief Financial Officer for the consolidated government of Jacksonville, Florida. As CFO for Florida’s largest city, and the 12th largest in the country, he is tasked with management and oversight of the city’s Treasury, Accounting, Risk Management, Budget, IT, Fleet, and procurement divisions. Included in these responsibilities is oversight of multi-billion dollar debt, cash, and investment programs. As CFO he also sits on the nine member Board of Trustees overseeing the General Employees and Corrections Officer’s retirement systems.
Prior to being appointed to his current role, he served as Treasurer, Chief Investment Officer and Pension Administrator for the City where he oversaw and managed the City’s pension, DC plan, cash and operating investment assets. Before joining the City in August 2010, he was with Merrill Lynch where he served in various investment advisory, leadership, and talent development roles.
Mr. Greive has a dual-major in Finance and Real Estate from Florida State University, is an instrument-rated pilot, avid golfer, cyclist, and is an active member of CFA Society Jacksonville, where he currently fills the Brand Awareness role and most recently served as President from 2012 through 2014. He and his wife Michelle, along with their children Claire and Graeme, reside in Jacksonville Beach.
Randall Barnes is Treasurer for the City of Jacksonville. In this role, he is responsible for oversight of the City's Treasury operation, which includes managing the City’s $2.4 billion debt portfolio, advising on and administering the City's $2.3 billion pension plan, managing the City's banking relationships, and working with investors and rating agencies. Prior to his appointment as Treasurer, Mr. Barnes served Assistant Treasurer and Sr. Debt Manager.
Prior to joining the City of Jacksonville, Mr. Barnes served in various Treasury-related roles over 16 years with the Tennessee Valley Authority (TVA), a federal government-owned corporation headquartered in Knoxville, TN. Some of his responsibilities at TVA included managing TVA’s $24 billion portfolio of debt and other long-term liabilities, overseeing $500 million short-term and $2 billion long-term investment portfolios, cash management, investor relations, and financial system development and implementation.
A summa cum laude graduate of Tennessee Technological University, Mr. Barnes earned a Bachelor of Science degree in Marketing in 1997 and a Master of Business Administration degree with a concentration in management information systems in 1999. He also holds the Certified Treasury Professional (CTP) designation, which is recognized as the leading credential in corporate treasury worldwide. He now resides in Jacksonville, FL, with his wife, Nikki.
