Anna Brosche, CPA

Chief Financial Officer

Anna Brosche is a Florida certified public accountant and has 30+ years of accounting, auditing, and business management experience. Prior to becoming the City of Jacksonville’s 6th Chief Financial Officer and Director of the Finance and Administration Department in October 2023, Anna spent most of her career in public accounting with Ernst & Young, BDO USA, and a large local CPA firm in Jacksonville. She focused primarily on performing audits of public and private companies, and served as managing shareholder of the local firm of 40+ people where she played an instrumental role in building a culture that is the foundation of dozens of local, state, and national awards. At BDO USA, Anna was a relationship director serving independent members of their association of accounting firms in the Southeast region.

Anna served a 4-year term on the Jacksonville City Council (2015-2019) in an at-large seat. She is the first Asian American elected to City Council and was elected by her peers to serve as Council President in 2017-2018. Anna was Finance Committee Chair in 2016-2017 and served on all Council committees during her 4-year term.

Anna has a long history of mentoring and community service and has served on the Boards of Directors for: United Way of Northeast Florida (Chair), JAX Chamber, JAX Chamber Foundation, University of North Florida Foundation, University of North Florida Coggin College of Business Alumni Chapter, Ritz Chamber Music Society, and the Women’s Giving Alliance. She has also received numerous awards including The Florida Times-Union’s EVE Award, Jacksonville Business Journal’s Ultimate CFO Award, Jacksonville Urban League’s Woman of Power Award, The International Alliance of Women’s World of Difference 100, CPA Practice Advisor Magazine’s 40 Under 40, Baptist Ministers Conference of Duval and Adjacent Counties Martin Luther King, Jr. Trailblazer Award, and Girl Scouts of Gateway Council’s Woman of Distinction. Anna is also an ATHENA International award recipient and an FICPA Woman to Watch Finalist.

Anna obtained her Bachelor of Business Administration (Accounting) and Master of Accountancy from the University of North Florida. Anna is a Jacksonville native, the daughter of a retired U.S. Navy Senior Chief originally from the Philippines and wife to a retired U.S. Navy Reserve Commander (CDR).

Chris Cicero is a Florida certified public accountant with 30+ years of treasury and accounting experience. Prior to becoming the City of Jacksonville’s Treasurer in August 2023, Chris spent the majority of his career with JEA (Jacksonville’s community owned electric, water and sewer utility) where he focused primarily on all aspects of debt management and bond compliance. Chris obtained his Bachelor of Business Administration (Accounting) and Master of Accountancy from the University of North Florida. Chris is a Jacksonville area native.
